Rose Historic Preservation works with local governments to develop practical approaches tailored to each community’s resources, state enabling acts, and preservation goals.

Our work supports communities establishing or strengthening local preservation programs, including Certified Local Government (CLG) programs and historic district regulations.

We develop historic preservation plans, design guidelines, and related planning documents that provide a clear framework for identifying, preserving, rehabilitating, and appropriately adapting historic resources.

We help clients clarify and verify the history of their sites through careful study of records including letters, wills, maps, deeds, and photographs. This research includes accessing physical  non-digitized records, in addition to expert searches of available databases. Understanding, and documenting, the full history of buildings and sites improves an organization’s ability protect and care their property.

We specialize in organizational consultation with nonprofits, family stewards of historic properties, church groups, “Friends of…” organizations, land developers managing historic buildings on their properties, and local governments seeking to preserve and interpret community heritage.

Rose Historic Presrvation works with preservation organizations to identify funding sources. We produce proposals that are comprehensive, compelling, and responsive to the objectives of the funding agency. This work often involves developing a timeline, facilitating the collection of documents about the site and the organization, and working with the funding organization to ensure timely and complete application. Post-award, Rose Historic Preservation provide consultation to ensure compliance with applicable compliance and reporting requirements.

Rose Historic Preservtion is led by Dr. Meggan McCarthy, an Architetual Historian who meets the qualification requirements of the National Park Service.

We have prepared reports for histroic sties and strucutres and can assit your organization with completing Historic American Buildings Survey (HABS) and Historic American Landscape Survey (HALS) documentation.

Rose Historic helps property owners and project teams navigate federal and state historic tax credit programs with particular expertise in the requirements of the National Park Service (NPS), and the State Historic Preservation Offices (SHPOs) of the southeast.

Successful tax-credit projects require early planning, careful documentation, and coordination throughout design and construction. Rose Historic Preservation help project teams understand how eligibility, design decisions, financing, and construction requirements interact so potential compliance issues are identified early. We help clients evaluate eligibility and feasibility, navigate National Register requirements, and prepare historic tax credit applications and supporting documentation. Our services include rehabilitation planning consistent with the Secretary of the Interior’s Standards, and coordination with SHPO and the NPS.

Rose Historic serves as a bridge between property owners, communities, and the State Historic Preservation Office (SHPO), guiding clients through the preparation and submission of nominations to the National Register of Historic Places (NRHP). We have succesfully nominated properties for inclusion on the NRHP in Tennessee and North Carolina. We have also updated existing listings with new more accurate and inclusive research. We manage the research, documentation, evaluation, and review process, helping clients understand eligibility requirements and avoid common delays and pitfalls.

In addition to the NRHP, we prepare and support nominations for state and local historic registers and locally designated historic districts, where applicable. Our work includes historic research, architectural documentation, development of historic contexts and statements of significance, assessment of National Register criteria and integrity, and coordination with SHPO and other review authorities.

Our team works closely with property owners, local governments, and preservation organizations to navigate technical and procedural requirements while building support for the recognition and long-term preservation of significant historic resources.

Using Geographic Information System (GIS) software, Rose Historic Preservation combines geographic data with historical records to map, historic resources. We produce a variety of map products, including static printable maps, interactive survey forms for community participation, story maps and online applications which show the location of historic assets and depict change over time.

Rose Historic assists clients throughout the Southeast with historic property evaluations, preservation planning, and regulatory compliance.

Our work is grounded in the requirements and processes associated with the National Register of Historic Places (NRHP), state historic preservation offices (SHPOs), and local historic preservation programs.

Our team evaluates properties and districts for historic significance and NRHP eligibility, applying the National Register criteria, relevant historic contexts, and standards for integrity.

We have experience working with state and local preservation requirements in North Carolina, Tennessee, Florida, and other southeastern states.

Owners of properties located within designated historic districts often need a Certificate of Appropriateness from a local government board in order to demonstrate compliance with design guidelines and local preservation goals. We help property owners navigate this process. We can assist with coordination among property owners, local officials, and construction trades to succesfully obtain necessary local approvals.

In North Carolina, some local governments are authorized to designate structures as local landmarks. The designations can apply to individual buildings, structures or sites, of special historical, architectural, archaeological, or cultural value. Owners of designated landmarks are eligible to apply for an annual 50 percent property tax deferral, provided they maintain the site’s historic features. The status is often critical to making preservation and adaptive reuse financially feasible. Rose Historic Preservation consults with property owners to plan for and successfully obtain this important distinction as part of an overall preservation strategy.

Rose Historic Preservation helps owners of historic residences in North Carolina recover some of the cost of preservation and restoration. North Carolina offers a unique 15 percent state tax credit for the rehabilitation of non-income-producing (i.e. residential) historic properties. Eligible properties include owner-occupied private residences. The credit helps homeowners offset rehabilitation expenses and incentivizes mindful stewardship of historic residences. We help property owners utilize this distinctive program.
